Three Billboards Outside Ebbing, Missouri is the story of Mildred Hayes (Frances McDormand), a grieving mother who rents three abandoned billboards outside town near her home to bring attention to her daughter Angela’s unsolved rape and murder that occurred seven months earlier.

Angry over the lack of progress in the investigation, Mildred’s statements on the billboards upset the townspeople, including Police Chief Bill Willoughby (Woody Harrelson) and his racist, violent, alcoholic officer Jason Dixon (Sam Rockwell).  Despite harassment, threats and her son’s disapproval, Mildred remains determined to keep up her billboards until her daughters murderer is brought to justice.
